You have to get their interest and build up the infrastructure. The reason Indians and basically the entire world loves the premier league is because it's more than just a game. There is drama and then there's rivalry/ derbies. There are lots and lots of games. ISL teams play only 20 games a season. Everywhere else the european teams play 50-60 games easily (atleast the top PL teams).

This rule is only for English football. U can get in Laliga if Ur super talented and good but it also has one rule but it's not that harsh. It's that one club can only have 5 non-eu players but 3 non-eu players on match day squad but U can get into the bundesliga if Ur good enough. It's possible but the Asian countries like India and Pakistan aren't as talented in football as Spain and other European countries.
