Yes, the family and friends of people who work there. I know this bc I briefly worked in housing and saw it first-hand. Sometimes they will pull from the waiting list bc they have to, but many times it’s who you know.
So they spend millions or billions to pay for hotel stay and support for immigrants but can't afford to fix these apartments to turn over, makes no fricken sense.
Also too if you do get an apt in NYCHA be very aware that alot of these people have lived here their whole lives, theyre some of the most suspicious, territorial, hostile and overly dominant people ive ever seen because theyve lived here forever and feel like they own city housing and I honesty regret even accepting an apt in NYCHA. I would just let people know waiting, its not worth it and maybe you can get lucky somewhere else

I know apartments in the RISEBORO housing management company that have been vacant since it was renovated and constructed in 2016 in Brooklyn. There's no one showing the apartments and no one renting the apartments. It's now 2023 and the construction and vacancy have been available since 2016 which is crazy. Then Riseboro is a subdivision of NYCHA and they have a follow-up and severe issue with Building management within the Riseboro system that stems from a problematic woman who fails to do her job and is named SONYA.
I’ve been waiting a transfer into a smaller 2 bedroom from my 5 bedroom for 7 years! And they got apartments just sitting there. A larger family would be perfect in my Nycha apartment but they won’t transfer me to a smaller place and it so annoying
As a former employer, I quit the agency because I found it ironic that I helped people find affordable housing but couldn't afford to live in the city. I say that to say they're understaffed.

In the same building, another lady’s rent was $150 a month. She didn’t pay it for a year. One day they locked her out, so she went to an agency to pay the arrears. After a month she was allowed back in. And with all the money she saved on rent, her kid never had a coat.
Two thirds of project people don’t pay their small rent payment utilities are included they seem to want everything free , I’m hearing project people are renting out rooms and the whole apartments this needs to be exposed the city is being screwed and it seems to be allowed.

They need to get rid of the faircloth amendment and build more public housing developments to ease the affordable housing crisis. The politicians need to get it together and build more affordable government housing programs instead of doing tax credit housing programs which do not even help with easing the affordable housing situation.
