You really need to be careful who you let in and give voting rights to. Great thing about immigration is that countries have a choice, they can pick who they let in. They should exercise that choice and only let in good people, keeping bad ones out.

They were sponsored and the sponsor was responsible for helping them while here and the thing was that the government would not get involved in the immigrants support. They either made it here or they left, and some did leave and go back to where they came from. Milton foresaw that if you were going to have an immigration system it was either free and without government support (i.e. welfare) or restricted with welfare support but they could not be free with welfare, for that would be disastrous. He wasn't wrong about that as the current administration is busy demonstrating!
