I re-installed this civ 4, I like this much more than civ 5 for few reasons. 1st. in this game there is far more leaders and civs. 2nd. this doesn't requier too much from my computer and many other reasons.
And Copenhagen, Oslo, Stockholm, Seoul, Edinburgh and Dublin were city states before until the Danish, Swedish, Korean and Celtic civilization came out. A city state might actually be a hint to that a civilization containing the city itself will come some time.
