Manchester is a bit of an outlier even in England, they seem to pursue skyscraper development more than any other city in northern Europe, its been part of a strategy to reinvigorate the city by heavily loosening planning guidelines, that and Manchester never had much of a skyline even in its prime.
Manchester just needs to now get iconic distinctive noticeable skyscrapers to better define their skyline.
