It sounds like they're using an 8-step bass synth, and a simple kick with reverb, with a snare every four[?] beats. For the lead instrument it sounds like a tinny sine or a very crunchy harpsichord instrument preset. Alongside the bass synth it sounds like there's a light church-organ-esque drone in the background to keep it smooth. To highlight the lead instrument there seems to be a bell sampled from a KORG or similar (probably from an 80's keyboard sample set -- the instrument probably goes by the name of 'Glassy Bell' or 'Dream Bell 12'). Slap on a small echo or reverb mixer preset to get an ethereal vibe. It sounds like it was probably made in FL Studio, but could be Garageband. Feel free to try with any other DAW -- though I think it'd be a cool challenge to try making a synthwave song on a tracker like Milkytracker or Impulsetracker.
