How to Read Your New Digital Water Meter/Register

In its continuing effort to improve efficiency and reduce costs, the Otay Water District is upgrading its residential water meters with new state-of-the-art digital registers. The register is the part of the water meter that actually tracks water use. This video explains the installation process and most importantly how to read the new register once it is installed. If a new service started at 0, the first month reading was 2618 then the next months reading is according to bill is 91048 but the reading on the meter reads 24 days after that reading as 13543. What am I missing? Is not the second month reading higher(MUCH) than the reading as of today A.M?
