The Otay Water District is a water, recycled water, and sewer service provider. The State Legislature authorized the establishment of the Otay Water District in 1956 as a California Special District under the Municipal Water District Act of 1911. The District is a "revenue neutral" public agency where each end user pays only his or her fair share of the District's costs of acquiring, treating, transporting, or the operation and maintenance of the public water, recycled water, or sewer facilities. It provides water service to nearly 228,000 customers within roughly 125 square miles of southeastern San Diego County, California. Its facilities serve the water, recycled water, and sewer service needs of customers residing in the communities of eastern Otay Mesa along the international border with Mexico, eastern Chula Vista, Jamul, Spring Valley, Rancho San Diego, and unincorporated areas of El Cajon and La Mesa.

I don't know about Otay but some places don't allow getting water from hydrants at any price and you can't even get it off a resident's meter. Maybe water shouldn't be free but it should be available to the homeless and travelers passing through a city at reasonable prices. Every City Hall should sell their great tasting and healthy water the city provides to it's citizens.

people that work for the city can use one if the fire people allowe it
Our city had a water break so massive that it created a backflow that pulled the water from the pipes and fixtures in our houses including siphoning from my water heater. Is there a log of that? Would our city have a record of it because when the water was restored water went back through our meter filled our lines etc and now we're being re-charged for water that was originally in our pipes and fixtures to begin with!?

taking water from a fire hydrant IS A VICTIMLESS CRIME! they say it can damage the water system but when the fire dept, uses the water, it wont... i9 never seen a hydrant get damages or cause damage to anything else by simply turning it on I rather see people use the hydrant to get wet in the hot summer or use it for their water takes to run their power washing business than people out committing crimes, all the problems that we have in this country, using the hydrant is least of our worries. people are so pathetic

If someone took it from hydrants by my home I WOULD be the victim ...I paid for the pump power and there is only so much water in our aquafar ...plus it dramatically lowers tank volume which takes time to replenish ...if a fire and there is not enough water to fight fire? We could lose our home ....now the hydrants on our paved street are just normal hydrants but they are NOT publically owned ...no one would know that without special knowledge .... just saying Mark G you statement is far from true for many hydrants
Also an older hydrant could easily be broken and ruined if some moron with a pipe wrench (rather than a hydrant wrench) over torqued ...ours or quite old and HAVE broken even with our gentle periodic testing ....again you really don't know entirely what you speak of ...even if it does make someone feel justified
If u dont drain firehydrant, winter comes, water left in int expand when freezing and u either get hydrant out of service or bursted pipe. And stealing is stelaing no mater what.
Do you read fractional digits and use them in the billing?
If a new service started at 0, the first month reading was 2618 then the next months reading is according to bill is 91048 but the reading on the meter reads 24 days after that reading as 13543. What am I missing? Is not the second month reading higher(MUCH) than the reading as of today A.M?

Caught someone in front of my house a while back stealing water. Asked him what he was doing and he said not to worry as it was only a few thousand gallons. Told him it as a problem and he got fined $1,000. It is a real problem.

I think its safe at about 45-65 if Im not mistaken. You can always just google it or call your water company/district.
I wish I had high water pressure, at one stage I was getting 4 litres a minute directly out of the meter.
