The threshold is irrelevant, if you feel alarmed and distressed from somebody performing a legal activity then that is your problem. Filming isn’t antisocial, isn’t illegal, isn’t a public order offence. They should be talking to the people who are distressed and telling them to deal with their own issues.
The employment contract needs to be changed for these individuals. Instead of just suing the police force, which ends up being paid out of taxpayer’s money. Each individual needs to be liable too. A movement needs to be set up to bring this into force. I for one would join this movement. Because I believe it would stop the majority of these tyrants. Not all, but most. Lets get it going.

I was harrassed by a mental health patient for a year, the police said it was civil offence, eventually they arrested me on her false statements, charged me and prosecuted me, I lost my home, I was innocent, the woman got sectioned after the case.

With number two in your video, you could call 999 and report someone as "Any person who with intent to deceive, impersonates a member of a police force or special constable" etc. under section 90 (2013) of PACE. As he has failed to show you his warrant / designation card but tried to enforce a law upon you. When "real police" in uniform arrive you can ask them to confirm his identity. You may be entitled under the rule of "citizen's arrest" to detain him until the "real police" arrive. Just a suggestion.
The harassment alarm and distress lot offered an apology and money but Plod refused it said he was going to court. I haven’t heard what became of that.
