No, because the German Doctor was the one who got him into the military and to become the Super Soldier. the night before he says he’s from Queens. And since a Hydra soldier sneaks in and kills him that probably stuck with cap. It's why a lot of people argue that the MCU scene where Vision picks it up doesn't prove anything as in the comics Vision is able to pick it up under the explanation that he is a machine.
