I'm pretty sure that character was removed because their role ended up being taken by the Sprinkling. That's what the wiki says. In any case, the people who made this concept art are the ones who made the game - they know what the thought process was. I'm pretty sure they wouldn't have just chucked a random cut character with NO relation onto that page. They did it because in their mind, there was a connection.
