I would make sure you have latest bios installed and see if you can boot to a UFEI USB stick and reformat your drive to UEFI I had a probelm where I could access the bios until I did that. I hope this helps ! Let me know how it works out !
It had plenty of heatsink compound. In fact it had too much! Remember the function of the paste is to fill the tiny crevices in the surface of the heatsink. The problem is it dried out and stopped transferring heat out of the CPU into the heatsink. One of the first things I do when purchasing a used PC is clean all of the old compound off and apply new, silver-bearing paste.
Looks like it was the Dell OEM compound pads they put on dried out. . Salvaged this from the eWaste pile. I can't imagine how many things in that pile and other all across the world that could be fixed...with some TLC. Just like when buying a used car - check it out and change all fluids ! This one will chug on a little longer !

hi i also use the 3040 and it is not switching on but sometimes when i plugged i all fans spins sometimes they don't
I'd look at anything getting in the way of the fans. OR if the fans are dirty they may need to be cleaned ! Thanks for watching

Yes, I did clean the old the thermal paste and put new paste on the CPU

That sounds like a power supply issue, I would check that first. Make sure all connections are connected. it is a small pc. be careful !

Can I clean the cpu with a qtip? And can I use toothpaste as a thermal paste alternative?
Use a qtip, yes - toothpaste is not good choice. thermal paste is the way to go !
