I think it’s ironic that the design of the cyberman makes them look like they’re crying. They all have the little cut out at the corner of their eyes that look like tears from far away.

People were complaining that so many times The Doctor rides on his legacy. Honey, when he doesn't, he does things like this. And if you dont know what he did? He turned off the part of their robot brain that was stopping them from feeling the pain and terror and sadness and horror of being turned into a cyberman. They're not just immediately traumatized with emotions, they can now fully feel all the pain from being ripped apart as well. And he did it with a tiny device. And it killed every single one of them in the most horrific and merciless way. "He doesn't really do anything" You dont want him to.
That's something 10 did best: he showed WHY you don't want The Doctor left to his own devices without someone reigning him in. Family of Blood was another fantastic example of why, when The Doctor does act out of anger, he can be horrifying.
But it means so little when you never see him go through with mercy! The writers were so stupid to make EVERYBODY reject his offers of mercy because watching him go through these great efforts to save the group he was about to destroy would have been so impactful!

Then he said"You just killed someone I liked so this not a safe place to stand. I'm The Doctor, and you're the biggest library in the universe. LOOK. ME. UP." The creatures stopped, check records of him, and started retreating "you have one day" they told him, accepting his mercy. Because he is unarmed and just one person, people tend to underestimate him a lot. And that arrogance is their downfall.
