Edit: Ya’ll Ik the reason why Noelle isn’t a knight already, don’t need to keep replying about it.
The real reason why The Knights say Noelle isn't ready is because Noelle is ignorant about how fucking strong she really is and that terrifies everyone. Everyone knows Noelle means well and doing favors and chores gives her purpose but when it comes to herself, she like 100% oblivious to all of her strong points. Remember how she easily took out all six dummies with one swing at the training grounds but she looks back at the Traveler and felt like she wasn't good enough yet? Jean probably aware that Noelle can easily enter the Knights but her ignorance about her self awareness is probably the reason why Jean feels she not ready to join.
Noelle not knowing her own strength is true, but the problem with that is that it lets her get away with her complete lack of a sense of self preservation. Jean overwork because she wants to. Noelle just works until she drops(literally) or when someone tell her to stop. Jean know how dangerous overworking can be from personal experience, which is why there's no way she can allow Noelle to become a full time Knight yet.

Weapon can be crafted easily and can be easily c6’d by f2p’s

When I first got into Genshin, the first character I wished was Noelle, I was so happy until my friends told me she was shit. I went on UA-cam and the wiki and later found out that not only is she underrated, but she's got one of the saddest backstories. She does her absolute best and yet she's still not one of the Knights of Favonious. Today I was talking to my friends about the characters we were gonna main and jokingly I said "Itto < Noelle" and my friends started talking about how bad Noelle was. Now my goal is to main Noelle and prove them wrong!

It would show her Vision slowly cracking from the immense power, and Zhongli acknowledging her as the "Contract Girl from far away" he remembers gifting a vision to as he takes great pride in seeing such power.

In the open world, once you have got good artifacts on her and max out her Normal Attack and Burst talents (Level 9, you don't have to crown her if you don't want to) she can deals so much damage if you can keep her Burst uptime to 100% (getting enough ER on her artifact substat and/or building a secondary Geo character as her battery, such as Geo Traveler or Ningguang)
she is the best character you are guaranteed to get

@@Jardsss i think it's more because noelle really admires jean. being a knight of favonius is her dream and she believes that a knight of favonius are able to do literally anything which is idealistic and imaginary, but it's kinda proven true with how extremely good jean is at her job. so noelle believes that every knight is as great as jean and zealously strives to be the same, not realizing that she's already in the same realm of jean.

Something is seriously wrong with the hiring requirements of the Knights of Favonius, she deserves a promotion.
There's nothing wrong really, Jean knew that Noelle is very capable, the problem is she's too selfless and there are multiple instances where Noelle get sick and/or out of commission because of her selflessness. That's why Jean think that it's too soon for her to become knight just yet and gave her safe jobs and have Kaeya keep an eye on her.

She has made it clear that no one is to take advantage of Noelle by pushing their work off on her.
That said, with Jean having that mindset, her character quest starts because she worked herself sick trying to do everything for everyone like she was already worried about Noelle doing.
In Jean's voiceline regarding Noelle, she says that Noelle is still too naive about the things beyond Mondstadt's wall. Jean is selfless because she chooses to. Noelle's selflessness is a less extreme version of Kanao's inability to make decisions in Kimetsu no Yaiba.
Noelle is incapable of taking care of herself. Until she learns that, even I wouldn't want her to become a Knight, though I am a Noelle main.

I had her on my first team and she carried everyone on my team. She has everything you want. She heals, has an amazing shield, you can just go HAM with her and as a bonus she’s absolutely adorable. As someone else said she blushes when you look at her talents. I love her with my entire heart

Ok, to be fair, her shield can’t block that many missiles. My Noelle can block 2 barrages with a fresh shield. But the rest I just counter with Beidou. I swear, these 2 are a match made in heaven. These 2 are the reasons why I’m always above 80% health through out most of my gameplay.

my most used are the underrated aether and noelle. even they are barely used, they are op. tip: use a pyro hero with aether, use pyro skill, then aether skill. sets the whole place on fire.
