  • @philflip1963
    @philflip1963 Рік тому +48

    The guy in the purple shirt does an excellent job of demonstrating what is often the NORMAL reaction to encountering a pesron acting UNUSUALLY, filming on the site of some official institution. You can see from his manner that at first he has considerable difficulty in weighing the situation up as TPONTP cites the various reasons why it is not illegal for him to be doing what he is doing. This underlines the fact that most of the controversy that Auditing engenders results from an abreaction to things that are merely ABNORMAL. Making the effort to consider and identify anything that is clearly ILLEGAL seldom occurrs.
    Well done to TPONTP for going to the trouble of clarifying that he is not doing anything ILLEGAL, the Law does not oblige him to but in doing so he is acting with due consideration to human foibles. Quite apart from the fact that not only is he expressing a FUNDAMENTAL RIGHT he is putting himself well beyond a plausible acusation of 'causing harassment, distress and alarm' by doing this.
    I think that Auditors are well advised to show such a consideration and deference towards such vulnerabilities in others, it puts them in a strong position and well beyond reasonable criticism.
    Well done also to other Auditors who adopt this policy, Auditing is a recent development and so there will likely be issues that need to be ironed out in order to ensure that this valuable and necessary innovation of public participation in the process of improving governmental and social services continues to be fruitfull in ensuring that we have a Government and society that serves and secures the legitimate rights and interests of all those of goodwill or at least no malign and inequitable effect upon the interests of others of their kind.
    This is after all how it should be, though currently in many respects it is not!
    Power tends to corrupt and currently we have a system of Government that is often arrogant, self serving, or ingratiates itself to the interests of a Plutocracy.
    Checks and balances upon power and a climate of accountability to the general populace need to exist and they should be harboured within the ranks of those that are subject to the Law and not just those charged with the responsibility of making and enforcing it.

      Some public rights of way are also open to horse riders, cyclists or motorists.
      You can use:
      footpaths - for walking, running, mobility scooters or powered wheelchairs
      bridleways - for walking, horse riding, bicycles, mobility scooters or powered wheelchairs
      restricted byways - for any transport without a motor and mobility scooters or powered wheelchairs
      byways open to all traffic - for any kind of transport, including cars (but they’re mainly used by walkers, cyclists and horse riders)'
      The above in none of these things.

    So the lone female that approached you ON HER OWN is worried about you being there ??
    It doesn’t make sense, if she was genuinely worried about you she should have got either a police officer or a security guard to accompany her.

      There are 4 Nations + Cultures that make up the UK Political Union, so how can you have a UK Department of CULTURE, that's like saying UK LAW?..there are 2 Juresdictions in the UK..Scotland Administrive or Roman Law....England/Wales + N.Ire English Common Law. But the British Judiciary refuse to use it..totally against the English Constitution + English BILL of RIGHTS
