Sundowner's theme. He aimed to try creating more of what Raiden became. A young soldier of war with cybernetic traits. Easy to control and adapt. He wanted war for business, sacrificing the promise of paradise with his colleagues in eliminating a prime minister of a country which Raiden tried to protect.

That´s Armstrong theme actually, Sundowner just wanted war, as that is what gave him a chance/purpose in life, like he said when he killed the African Prime Minister, there are good things that comes with conflict, technology develops, jobs are created and people come togehter for a common goal (even if temporary).
