I think you'll find that the turbines will stall rather than turn when fully submerged and in an inconsistent flow. The drag on them is roughly equal to the motivation to rotate and hence nothing happens and if it does it is very low energy output.
Why couldn’t you put a small wind turbine on top and you could harness both wave and wind in one I think this is the future for costal communities 👍👍👍🙏🏻

So the generator is under water, midway between buoy and concrete anchor? I had almost the same idea long ago, but the generator was mounted on the buoy itself, for easier maintenance.

Cannot deliver "huge amounts of energy" because there is typically there is ten seconds of trough between the powerful peaks, in ocean waves. During all my armchair configurations of wave energy, I did at one point come up with hexagons, linked in a similar fashion at the six corners (around 2014). Interesting to see!
your assuming that the waves are running parallel with the lines of turbines, infact the idea works well when the line of turbines runs perpendicular to the waves, or at various angles to the waves. But i accept your point, that if the waves take 10 seconds to pass parallel over the lines of turbinese, then their ability to keep turning the central line is diminished.

Totally scalable. Self powered ships, floating farms, factories, even cities. Damn, how to collect taxes! Isn't it enough I sell you cheap electricity?
So, the idea of a vertically moving piston rod, to turn generators, doesn't work so well (efficiently) in the real world of ocean swell. The way these work, is that the up and down motion is converted into a rotational motion thanks to the turbines. These turbines turn a cable very slowly, but with a huge amount of torque. This slow turning (but very high torque) cable then turns a constant variable gear box, which maintains a constant speed of around1800rpm at the generator. Picture a very long flag pole, laying flat. Put as many people along either side of it as possible. Then get them to hold the pole and turn it in one direction. Despite all of those people turning the pole, they will only be able to turn it relatively slowly. But, because there are many hands turning the pole, over the length of the pole, the output at either end will be a slow turning momentum, but with a massively high torque value. The varying speed of the turbines over the length of the pole is possible as some will "slip" like the chain on your bike, when the rear wheel is going faster than you are peddling. The gear boxes then convert the slow input to fast output, hence delivering a high speed spin inside the generator.
