That procedure is for G+Y failure. In the case of G+Y failure, pitch trim is not working, so as the aircraft speed is reducing to approach speed, pilots should use elevators to maintain altitude. Then, they should set the gear down to begin descend.
Not necessarily. As long as fully configured prior to final approach path. No reason not to configure in the usual sequence of flap 1+2, gear down, flap 3

What Captain did is correct, gear first and flaps 1, 2 and 3. For G+Y it’s the other way round.
Fly selected Speed !
Pilots should fly by Selected SPD in this case, and we did fly Selected SPD.
