Actually if you watch him closely he does not take a touch with every step, he usually takes a touch and two three steps before another touch, the key is to cushion or touch the ball softly, sorry i dont know how to put this but yeah soft touches that will keep the ball close, to improve that you need to do as 7mlc says here, when in practice touch the ball with every step you take you'd probably get that close control but not as good as messi. 👍
Messi is best because of constant training and devotion for the game. Just train and you will be like him or better than him. Because records are meant to be broken.

general abm Try to stay on your toes as much as possible man, that way you are lighter on your feet and it's easier to change direction. Same goes for the non dribbling foot 👍
