I think the examiner treated the candidate much better. For instance, from the beginning of part 1, he mentioned the topics he wanted to talk about, like hometown and weather. This was good for this performance, but in IELTS, Examiners can be more stricter than in this video. However, the performance is good, best luck of this candidate !

Yes, you are correct. The examiner would not normally tell you the topics in advance. I agree that the student's performance was good.
