They have history, they share things in common, but they haven't had the time together for love to truly take root-- until now. And now, after half a year or so of serving on the council, Miko has recently awakened to her own feelings, because Ishigami's dating has forced her to confront them. But Ishigami has yet to fully piece together where Miko fits in his heart. He clearly cares for her. He's thinking about her even when he's with his girlfriend (and said girlfriend has noticed). But he hasn't clued in that he might share a romantic inclination, and he hasn't spent yet enough time with Iino to see more of her sweeter, kinder side or their shared interests. Only recently has he even been exposed to that side of her, and it came as a major shock to him and he liked it a lot. With more time of her showing that side of herself to him, with the both of them developing more as closer friends, I think Miko stands a seriously good chance of winning him over, even while he's with Tsubame. Mostly because Tsubame is just sort of humoring him and doesn't share much in common with him, while Miko has great chemistry once you get under all that tsundere.

I'm fairly certain they're the same thing, and the anime English subs just translated the name differently. There is nothing that suggests that she was ever in two different clubs or committees prior to joining the student council.
Shinomiya for sure, although this not to say that Miko is not smart. There are some areas where I would argue Miko excels better than Shinomiya as well. However, all things taken into consideration, I would say Shinomiya.
It’s a different kind of intelligence. I think a more apt comparison would between Miko and Shirogane. Shirogane and Miko are both just diligent students, whereas Shinoniya is a prodigy with a photographic memory, which is why she doesn’t have to study nearly as much as Shirogane does.
