The last time I was in Balaton was when I was 10 in 1994. It's pretty much the same but now it's a little bit more modern. We spent all my childhood summers there until we had to move back to Argentina. My Mother hated it because she loved Hungary and would speak to us in Hungarian all the time.
That's right, individuals can only use a sailing boat (and if it has an on-board engine, then they can only use it within 300m of the harbour). Emergency services are allowed to use motor boats and there are a few exceptions, for example water taxi companies can have a license and sailing clubs can use motor boats for events, etc.
