Seeing the gravel and rocks behind the boiler, it seems that the sump pump was added recently. I think the boiler got knocked off the blocks by whoever was installing or digging that hole. As mikey pipes always says: a good technician is always observant of his surroundings
I asked for a history lesson at work. New England is a general area, like Twin Cities is for Minneapolis/Saint Paul. I'd be smart to put Timed thermostats in so after 'off peak' brick heaters lose heat the micro fans aren't blowing 24/7. It's less an insulation issue as it is heating a too large a space.
Those old gas boilers seem to last forever and don’t require any cleaning.. Only thing that typically needs changing is related to the water circulation, eg circulator motor, zone valves and relay.
I don't think a gas boiler leaning off its base like that would pass inspection. I'm thinking it might be pulling on some of the pipes that it's connected to, and I could imagine something not so good happening at some point. Hopefully not " boom " .

Another dump…simple shop vac once and awhile…especially when you have a service guy coming…
