Um, how did you get to the conclusion of the rotors being swapped? Never heard of that before unless the siren was privately owned lol. What do you have to listen for? Is it easy to tell?
@@TheSleepyMechanic0524 What Kansas Clocks and Sirens said above. It has a strange undertone and sounds muffled. Also, if you look closely when it’s winding down you can see the 12 port rotor in the bottom 10 port’s place. The vanes are shorter than the opening. And you can see in the top one the 10 port vanes because they’re bigger than the 12 port opening

That's exactly what I wanted too ask, exept for: Do swapped rotors affect the sound output? If yes, in what way?
