Hi Kenn, Thank you very much for the video explanation. In using the gap analysis method, should the goals be defined in a metric form? I am wondering how to use it in a qualitative setting. I found it's easier to have a numeric target, but in a public policy sector, some of the goals are more qualitative (e.g. budget efficiency, acknowledgement of rights, measuring sustainability). Thanks
