Nardi and Licavoli couldn’t stand one another… most do to the fact Nardi represented the old Cleveland faction and Licavoli being imported from Detroit to become Boss had his faction, and the backing of Detroit and the Genovese who for all intensive purposes assigned Licavoli as Cleveland’s Boss.
