I see WOL as a sort of mind game tool. If you pop it far away it could bait the other guy into being aggressive when they really shouldn't. Like if i have WOL active and i get a hard knock down they will probably try a reversal option that we can punish and gamma ray for round.

I agree. I think we might see people use Wings to bait in opponents during Dizzy's zoning. Kind of sign posting "If this pops, you have to bet your life on stuffing my approach or else I'll steal your life with the blockstting"

After watching various matches where WOL is used it seems like it is just a win more move. By the time WOL goes active the opponent is almost dead anyways, so the meter could be spent on an RC extension or a super instead.
