They had to produce as much children as they could, but couldn't with only one woman (wife). But most of them were just a property of Emperors, who could use them as children producing machines. When they're been liked by the rulers, they might become their favorites, whom he visits more often than others. If they gave birth more than to one heir, then they'll be greatly promoted, and became ruler's official favorite but still couldn't marry him. Hurrem is an exception at this point. But even her went through those steps as others, until Sultan freed her and then married her. Then he was restricted to sleep around with other women anymore because of Islamic religion, so he disbanded his harem . Him having affairs in the series after marrying is historically innacurate. In reality he didn't cheat after got married and was loyal to his wife until her death
