Knowing an American actually proposed that but it got rejected because it would be a political nightmare to deal with since the soviets will have so much political power since France has Germany's industrial heartland, and destroy all of the industry from the heartland incase another Nazi threat will arrive, and most of the people would probably join the Soviet union since they were the one of the powers rebuilding Europe because Hitler was right about the west dismantling the German industrial heartland essentially destroying most of the livelihoods in Germany.
