You nailed it! Samsung tech support rep said the problem was with the PC. Not true. Used "Screen Fit" option on TV and immediately this problem was solved.

I have a Samsung 27 and have had this problem a long time and have tried everything to fix it.Now I go to menu, picture,scroll down to image size,and change the screen format from 16:8 to 4:3 which gives me the perfect screen, thanks for the tip.( Monitor menu).

Thank you for addressing this problem! I have an LG TV as my monitor. The solution is a little different. The problem is with the TV not the PC. For my TV, Select settings, Then select All Settings. Then select Picture. Then select Aspect Ratio. Then turn on "Just Scan". Exit settings. That's it.
Thank you man, I had my resolution lower than it actually has to be to see all the screen, I though that the screen size was not regular and it was just an option of the monitor ... Thanks man.
Had this problem over 4 years finaly got sick of it man always thought it was the window probably resolution 😂turn on it was that monitor fault thanks man big save 👍
In case it helps anybody else, I found that in my case (BENQ GW2255, only a bit of cropping on the left side of the screen) overscan was already off and all I needed to do was go to Display instead of Picture Advanced and select Auto Adjustment. As soon as I selected that, it did as you would hope and automatically adjusted until everything was right. Not sure why it was off to begin with, but that solved it.

The thing is that there's some monitors (even TVs) which the overscan / scan is unexistant even in the control remote.
Disabling overscan worked. Thanks bud.

This setting isn't on my monitor but another fix for this is going into Nvidia or Amd control panel and change some settings
