How to make hand sanitizer as per WHO guidelines at home

How to make sanitizer as per WHO guidelines at home. All materials are readily available in the market and cost less than INR 200 to make 500ml sanitizer.
Items required for making 500ml sanitizer:
1. Iso-propyl alcohol (99.8% purity): 375.75 ml
2. Hydrogen Peroxide Solution 3%: 20.85 ml
3. Glycerine(Glycerol) 98%: 7.25ml
4. Distilled water or mineral water: 96.15ml
5. Beaker (or any container will do)
6. Measuring cylinder (Large syringe will also do) will be used for measuring chemicals
7. Syringe
8. Spoon to mix the solution
All chemicals & glasswares are readily available in any laboratory chemical shops.
