I skimmed out my garage foundation with thinset, will epoxy stick to it? it won't be receiving much traffic because it's on a vertical surface.

The best tools are diamond grinders. I find that sandpaper is not as effective. You can either use a proper floor grinder or for small surfaces a hand held grinder will suffice
