you need to create a petticoat of layers of gathered tulle or hard netting.
I’m going to be attempting to recreate this myself! With the two layers of nude tulle, are you attaching them together at the top and bottom of the circle skirt?

not sure what do you mean. It is a standard tulle. Too soft will not work well as it will lose the shape and look bad quickly. Try to buy better quality firmer tulle.
