    I like this setup but no matter how much I tweak the settings it still looks like it's in a turbulent wind.

      I'm not sure if my reply is too late. i have been struggling with this as well. i experimented with all paramters. until I found out that the effector of the IK spline should have been parented under the last joint of the chain, but instead is parented in the joint that precedes it. this caused the end joint to be loose, causing the turbulent wind effect you speak of.
      To remedy this,I manually moved the effector to the end joint, which solved the issue to me. Hope this helps you or whoever who would be reading this!
