I think the term guardian does not necessarily always mean the same thing in Korea. The meaning in K-dramas seems to be more akin to responsible adult. For example, the teacher chaperoning a school excursion would be considered the ‘guardian.’ Or any adult accompanying another person to the hospital for a medical emergency. And the school nurse didn’t really resign instead of reporting it, she was fired because she DID report it. Possibly threatened as well.
Based on many true stories and yeah it happens so often that even the character that are on drugs is cancelled because they discovered she was a bully in high school.
