I actually tried the demo for this during the Steam Next Fest, so while I can't speak for the full version, I can compare my experience there to yours here. In terms of visuals, it's such a cool, bold style... so bold that it does kind of impact the readability of moves, both your own and what you're trying to dodge. I completely respect the commitment to style, but my main takeaway from the demo was, "Wow, this looks cool. I hope it'll get easier to know what's happening."
As for the story, I learned something after playing the demo: this is a sequel. I haven't looked into it, but the dev's last game, Lucah, very clearly has a similar style and seems to have some characters in common with this. Now, would that help clear up the story, I can't say.

I didn't know it was a sequel. It would likely give more context, but I don't know how easy it would be to follow in general.

As Shawn said in his comment, this has a really bold style, but I can't stand it. Even just watching the opening in this video, I find it so hard to actually tell what's going on with the artstyle and camera zoom-ins. I looked at screenshots before watching your video, so they also totally put me off. Good on the dev for going with an artstyle like this, but it's absolutely not for me. I do really like that they have split difficulty settings for the enemies and your own character though, that's a really cool feature.

I agree that the difficulty is welcoming because it lets you control the experience more. The visuals became far too difficult for me to read.
