If you count cruisers, yes only 4. But there are quite a few Sovremenys, Undaloys and 1 Kirov, among others that are active in the fleet. So not quite as shabby as you make it out to be. It's still a powerful fleet. BTW, the Russian anthem is THE best anthem there is. I am a Hong Kong Chinese but everytime I listen to it, I want to cry!
Actually, we have 4 ships of "Kirov " class. Just Peter The Great is armed, 3 other in reserve. All ships Kirov class must be upgraded till 2020. Admiral Nahimov already start upgrading.

Even people that don't like either Russia or the USSR should at least admit they could make fine looking warships as shown here. I have to agree with nikolia935, the list just is not complete without the Kirovs. The largest, the deadliest, and the sexiest, of the lot.

As far as frigates China has 54 with another 4 under construction. The U.S. has 20 so China has the edge but that is it. The U.S. has more Subs, Logistical support, Aircraft Carriers, and Amphibous Ships. China has along way to go till she can compete with the U.S. naval capability.
"Petr The Great" is a battlecruiser not a cruiser. Not comparable against any of these (in any way) except the Moskva/Slava-class. Realize that these are old-school cold-war Soviet missile cruisers--mostly tasked with sinking subs. Today they'd be called "destroyers."
This ship has all kinds of weapons, three levels of missile defense, the ability to strike hypersonic missiles against ground targets and ships it created to attack the enemy squadron alone, you're right, it is not a cruiser battleship))))
china has more ships now and newer designs , and are still building at a fast pace they already out number the russians in ships soon the usa also , its simple larger population , and the fastest growing economy , and the largest industrial manufacturing base on the planet, , even at 50% developed china has more factorys , skyscrapers, , & large citys than anyone , and are still building and modernizing at a staggering rate

I thought it was the kirov class, peter the great, the main Russian cruiser.
