Also, you need to enable extended protection on your exchange server 2019 and disable SSL offloading for Outlook anywhere.
If you are using load balancer offloading. Instead of SSL Offloading, use SSL Bridging.
SSL bridging is supported but SSL offloading is not supported.

Update your exchange to cu 13 and august security update or latest, before installing cu 14. Also watch the video to set the tls and enable extended protection.
