Many places and spots are still far from buses, metro or even monorail. It will take some time to built a proper system but you will got a good exp for your further cities (also for Skylines 2). Loop metro line also is a great idea! For example take a look on a real cities bus and metro systems, trolleybuses, trams and monorail roads. I think it will be a profitable for you. You should build a metro line that loops around the peninsula along the coast then up and around using the highway as a barrier kinda thing

You could try reseting the fishing piers with Move It to see if it fixes the issue. If not, just demolish them and replace with new ones.
