The more efficient way is to separate the vegetables, chicken and fish to their own multi story farms, you dumbfuck. Have saw a Chinese documentary about their implementation of organic fish and vegetable farm. Vegetables are farm using hydroponics and together with porous stones act as water filter. If that is implemented on a high raised build setting, rooftop garden probably isn't enough. It will require a few levels dedicated to vegetables farming using grow light.

Can conventional buildings withstand the weight of so many tanks and water in the building? Feels unsafe if it goes too high.
Structural engineers know how to construct it even higher than that. As long you have the bidget for the high construction cost, no problem.
