If you are doing a big project and want free wood chips/mulch ranging from good to mostly rotten try calling your local tree removal service. In cities finding a place to dump wood chips is difficult so tree services are giving wood chips away to anybody who is close and wants them. I worked for a family tree service and we regularly dumped our average to good quality woodchips at places landscapers/people wanted them.
