I just love the subtle, one-sided, unrequited rivalry that 'Anakin' has with Aragorn. I also love how Aragorn was psychoanalyzing him at the end and putting him on the spot. That was such a great touch on your part!
Council of tricksters / deal makers - Loki ( marvel ) - bill cipher ( Gravity falls ) - discord ( my little pony ) - alastor ( hazbin hotel ) - rumplestilskin ( once upon a time ) Etc. Once the villains try to take over, they find out that the tricksters already changed reality everywhere and made deals which lead to worlds being under their control. This group would be much more efficient, had some level of success the dark lords never got, and is able to work with others for short times.

Aragorn and Anakin should have debate of the best way one can bring the best world with his rule: Aragorn will think that bravery with kindness and hope are best solution and Anakin would thought that bravery needs power and control to create order to chaotic world
I have a feeling that the other heroes will learn of Anakin's true identity sooner rather than later, which might be a good thing. This could lead to Anakin coming clean and depending on when that revelation is revealed, maybe Anakin at that point will have enough of Sidious and thus try to sabotage his plans. And what better way to do that than by telling the other heroes of the Council of Villians and who each of their members are. I could see this whole Council thing turning into an alternate universe scenario where Anakin as Vader gathers intel on the Council of Villian members and relays them to the other chosen ones. The reason I also said that this is an alternate universe is that I think at some point Sidious will be very suspicious of Vader's actions to the point where Vader may be at risk of meeting with the other heroes. Since you did state that Luke will join at some point, maybe Anakin/Vader can meet with Luke and tell him everything which could lead to them forming an alliance in which Luke goes to other chosen ones on behalf of his father so that the to two can exchange secret information in an attempt to stop Sidious's multiversal reign. But that's my theory, you can do whatever you like. Although I highly suggest bringing Harry Potter in as the next member of this group since his being a chosen one makes 100% sense. ALSO! I do have another suggestion for another council. This is a council of heroines. As the name implies it centers around female heroes from across the multiverse. And if you need a starting five-person lineup, I could maybe see Ahsoka (Star Wars), Hermione (Harry Potter), Tigress (Kung Fu Panda), Katara (Avatar), and Nya (Ninjago) being a part of this. As for other characters, I can leave that up to your imagination. But let me know what you think.
An actual Interaction with Lloyd and Po would be amazing because if you think about it they are both man baby’s because Po still acts like a child even when he’s an teenager and the same is with Lloyd except he turned older by a potion

Vakama could star in the counsel of chosen ones then after succumbing to the Hordika venom end up in the counsel of villains before returning to the chosen one with only vague memories of the villains but say that he plans to give up his Toa power for the matoran and then finally end up in the counsel of wise.
I can name few who can join this Council. Harry Potter (the boy who lives), Frodo Baggins (the ring bearer), Luke skywalker (the return of Jedi), Neo (the glitch of matrix), ash William (The destiny savior to destroy all evil), John Connor (leader of the human resistance), and king Arther (the boy who lifted the sword from the stone)

I'd like to point out Chosen One doesn't always mean chosen for good. Only that they were chosen. So let's see a mix of good, bad, and everything in between. Chosen Ones: Hunter from Midnight Suns, Raven (Teen Titans), and Hellboy. Topics: Awkward villainous lineages, being the Chosen One isn't as great as it was made out to be, bad mentors, outlandish training, good therapist, false friends, backup career plans, etc.
No matter what the haters say about the Acolyte, I think Qimir is the. coolest of the Sith Lords. I want him to join the Council of Villains. Even though Anakin has met him before; the interaction between Qimir and Vader would be interesting to see.

Ash from Pokémon might be a good choice for this group of chosen ones, considering how many times he’s saved the Pokémon world, completed prophecies, and interacted with every Legendary Pokémon in the anime and movies.

Maybe you could add Sonic in a future Council of Chosen Ones. In Sonic 3 & Knuckles there's a mural of Super Sonic fighting Eggman over the Master Emerald on Angel Island. That would technically make Sonic a chosen one since he was prophesied long before his birth.
Imagine if they eventually had an intervention for Anakin Like Aarathorn wants to fell Anakin but Po is like "woah woah" And in the end Anakin Kinda redeems himself
Also imagine the council of wise with ALL the Past incarnation after the harmonic convergence they are just hanging around because the severance isolated them.
This opens a can of worm to two possible outcomes : Luke taking Anakin's place while he's away or worse, when he's ousted as Vader. Or an episode of the Council of Villains where they show off their disguises : Vader as Anakin, Sidious as Palpatine, Sauron as Annatar, Voldemort as Tom Riddle, Syndrome as Incredi-Boy/Buddy Pines. Hey I have an idea Luke became grandmaster of the Jedi Order and the most powerful Jedi to ever exist so he could be eligible in both the council of wise and this one
So you want him to have an awkward conversation with his no longer cyborg dad. Also you do realize that Luke would just expose his dad on not being the chosen one as he joined the dark side and participated in a genocide.
Luke could take Anakin's place in the Council of Chosen Ones once he gets ousted as Vader.

Maybe you could add Sonic in a future Council of Chosen Ones. In Sonic 3 & Knuckles there's a mural of Super Sonic fighting Eggman over the Master Emerald on Angel Island. That would technically make Sonic a chosen one since he was prophesied long before his birth.

This opens a can of worm to two possible outcomes : Luke taking Anakin's place while he's away or worse, when he's ousted as Vader. Or an episode of the Council of Villains where they show off their disguises : Vader as Anakin, Sidious as Palpatine, Sauron as Annatar, Voldemort as Tom Riddle, Syndrome as Incredi-Boy/Buddy Pines. Maybe Bill Cipher would be the one initiating the whole thing just to mess with them.
