🗣 | NATO Secretary General:
Prime Minister Orbán, Viktor, it's good to be back in Budapest and to meet with you today.
Thank you for hosting me and my Delegation on the eve of a meeting of NATO Defence Ministers in Brussels later this week, and less than a month ahead of our important Washington Summit with the heads of state and government in July.
Hungary has been a valued NATO Ally for 25 years.
You lead one of our multinational battle groups helping to deter aggression. You host important military headquarters, including our Multinational Division Centre. You support stability in the Western Balkans, including with a significant contribution of troops deployed to Kosovo with our KFOR peacekeeping mission.
And since the beginning of Russia's brutal war of aggression against Ukraine, Hungary has provided shelter to many thousands of Ukrainian refugees, and helped with rehabilitation of wounded soldiers.
All of this contributes to our shared security.
And I welcome your statement that you will remain a dedicated and loyal NATO Ally.
Today, the Prime Minister and I have discussed a number of important, and some difficult, issues.
We also discussed the NATO Summit in Washington next month.
At the Summit, we will take decisions on key issues including deterrence and defence. Since 2014, NATO has undergone the most significant transformation in our collective defence in a generation. We have put in place the most comprehensive defence plans since the Cold War, with more forces, more capabilities, and more investment. And we have deployed combat-ready troops to the eastern part of the Alliance.
We do all of this not to provoke a conflict, but to prevent a conflict.
NATO's core task is not to wage war, but to prevent war, as we have done for 75 years by providing credible deterrence and strong collective defence to ensure there is no room for miscalculation by Moscow, or in any other potential adversary about our capacity, as us all, to protect every Ally.
For 75 years, NATO has been the ultimate guarantor of security for our members. Providing peace, freedom and prosperity in the whole of Europe, not least in the countries or the former Warsaw Pact.
Prime Minister, you and I also discussed the situation in Ukraine.
At the Summit, I expect Allies will agree a leading role for NATO in coordinating and providing security assistance and training for Ukraine. I also expect Allies will agree long-term financial pledge to provide military support. This will provide the predictability and accountability that Ukraine needs.
Prime Minister Orbán has made it clear that Hungary will not participate in these NATO efforts. And I accept this position.
And I'm glad that today the Prime Minister and I have agreed on modalities for Hungary's non-participation in NATO's support to Ukraine.
No Hungarian personnel will take part in these activities and no Hungarian funds will be used to support them.
At the same time, the Prime Minister has assured me that Hungary will not oppose these efforts, enabling other Allies to move forward.
And he has confirmed that Hungary will continue to meet all of its NATO commitments in full.
So, Prime Minister Orbán, thank you again for your hospitality. I look forward to continue working together with you. And I'm looking forward to seeing you in Washington. Thank you.

He acknowledged that Hungary has various differences with the majority of NATO members. Thanked NATO at large for respecting those opinions. And reaffirmed Hungarys commitment to the core tenets of NATO. By which I mean, Collective Defense. But believes Hungarys resources would be better used in furthering the core tenets. Also does not intend to get in the way of other members. Thats what I took away from this.
Hungary is a relatively small country. It would be nice if they wanted to help. But honestly, we got this with or without them. That's something for the Hungarian People to decide in the future.

The need for peace is very important and negotiations are the first step. Are we looking for negotiations? Why defending Ukraine is that important, in particular if defending Ukraine means to defeat Russia!
Hungary has always provided out of proportion help in NATO matters for being a 10 million population country. We have had intel and soldiers both in Afghanistan and Kosovo and actual soldiers on site, and unlike many bigger and older members of NATO, we have met the criterias of 2 percent spent on NATO defense. What you do not see from your armchair 3-4 thousand miles away from the frontline is that for us the war is happening next door, and also every day, Hungarian people as a minority in Ukraine, die every day. If the above was relevant/applicable to you, I am sure you would have a different opinion. What is so wrong about wanting to have peace and not get involved in a broader fight for a country that is not a NATO member yet? What is wrong with having common sense, unlike USA, wanting piece in a war next door to us as opposed to making profit from the a war your soldiers do not die in, but the elite of your country gets rich out of it.only the common people suffer from it. So, yes, we understand the situation Ukraine is in and I sincierly believe that most of the ‘thinking population’ is sympathetic to the cause and efforts of our neighbour. On the other hand, history has thought us that Hungary is insignificant in any of the western countries’ eyes and for that reason we tend to be left out, alone. These scars have been imprinted to the nation’s DNA, which is hard to get by, and for that reason Orban has a huge following.

Hungary wanted to avoid the 2 world wars, without success - fought for neutrality in 1956, was not allowed to have. Hungary has only lost whatever side it was on so far. Now here is a war situation again, Hungary does not want to get involved. Orban said in an interview that now he will try to achieve that was not possible at the first 2 wars: not get involved as long as/if possible. Hungary is NOT in ally with Russia and stands up for Nato full in the territory of Nato lands, but not outside of Nato.
Hungary paid a HUGE price for the 2 WWs, learned the lesson and does not want to get involved in the 3. Stoltenberg respected this position.

What does “out of area” mean?
NATO is a defensive alliance for NATO territory. Ukraine is out of NATO. Orban is using this to justify his position despite the threat to Europe

Good job guys. Respect for the both of you and standpoints are well recieved. We should prevent war, yes. Striking ahead of those who wish to strike us first is one important fact of this concept. Do not let yourselfs be taken out on first strike while being passive. Make sure " the enemy (whoever that might be)" knows this really well. Even while Ukraine is not an official member, they are still European slavic people crying for help being at war with a Slavic superpower who shows little mercy. Bottemline, War isn't some action movie which creates heroes for Hollywood's big screen. In Wartime, we all loose. To say she [Hungary] does not intent to block any decisions made by NATO that might be different from our [Hungary]... is another way of saying Hungary is requesting to be removed from NATO due their lack of unanimous support for the decisions made by NATO.

I think it was a very good outcome. Hungary, as allowed under NATO rules, can stay neutral with respect to Ukraine but will not veto all the other NATO members help to Ukraine. The worry for NATO was that Hungary would block all help that the others wanted to provide. In the end Hungary knew they could not do this as given a Hungarian block individual NATO countries would provide aid as individual countries not as a NATO group.

I'm a dual citizen living in Hungary. Unfortunately, we are. Even a month before the war Viktor visited the Kreml, probably to be guaranteed something in return, say Zakarpattia. Orbán has worn the fake, but larger "Hungary" on his scarf and has talked about such unjustices. This movement is split. Péter Magyar, in my opinion, is like the first time you had sex or wanted to do it with someone you didn't know well. You ignore the signs (like a recent attempt at ATV). That's my opinion without much evidence, except for the fact that Péter did NER and was Fidesz for a long, long time. I don't think leopards change their spots, but we'll see. The fight is on!
