My favorite times playing tabletop games was playing scenarios. Non solo play I think really adds to the game just hearing a little back and forth helps me enjoy battle reports which I don't usually watch.
This is the sandbox play that the original Rogue Trader 40K encouraged, I'd love to see a resurgence of this rather than symmetrical tournament play. The custom army book creator is worth the price of entry for the OnePageRules patreon for this kind of stuff.
I agree that in games with one Big Guy, doing something different with the activations helps keep things interesting. I tried a battle similar to this many years ago (different rules but similar scenario), and quickly found that having a Big Guy with only one activation didn't work well. The die bag looks like it works well. I think I ended us using something similar to the Dirtside II method, breaking up the Big Guy into smaller parts, counting each part as its own unit with its own activation/hp/attacks/etc. So it was more like having a really compact army in the Big Guy.
Now that's an interesting idea. One dice for each weapon, rather than one dice for a full activation. You could put more dice in too, maybe a 1:2 ration instead of 1:3
Fun watch, surprised ya didn't use Kaiju's of the rift (dragon trappers lodge, affiliate opr army). Even has a Godzilla analog 😉. Still the creatively put into this was fun to watch
I'm not nearly as up on my Godzilla lore as I probably should be. When I thought of a 1-monster army the first thing that popped into my head was Godzilla
Volatile Reaction is so overplayed but the horns kinda sound like Godzilla's scream so it works! Fun scenario! Wish I could get my friends interested in mini wargaming.

The silly jokesAbout whether godzilla can be tactical. It depends on the version, this is a giant reptile that in at least one incarnation seems to know boxing and judo. Alot of Godzilla's fight with Hedorah shows some forethought.
At risk of saying "just play a different game", you might want to stea- ...take inspiration from a game called Monsterpocalypse. That said, my ideas. -Have some smaller monsters for Godzilla. It could be like the American movie where there's eggs in the buildings. They could even have their own colour dice, can't attack buildings, and use alien hive rules. Gives both players more options since HDF isn't just shooting at one target every turn. -Limit what attacks can damage buildings. Maybe only melee and anything AP2 or higher? This might stop Godzilla for focusing down the buildings. -Have special buildings. Maybe a power plant explodes when destroyed, a statue that forces a moral check when destroyed, or a coms building that disables the HQ radio power for a turn or two. -If you have scatter dice, random civilians running around. They grand HDF a free unit when rescued. -Some battle brothers as super heroes.
Hey Nuff can you do a One Page Rules crossover again? like the one you did in Halloween for example, it was really cool and i hope i can see that again in some day.
Now that I know it works generally speaking, sure, I'd like to try one where the armies may be a little more "imbalanced" (shooting sci-fi v. melee fantasy) or something similar.
