100 diplo for 3 AE sounds like a really bad idea tbh. Espionage ideas are probably a better idea for the -10% AE reduction than reducing AE for 100 diplo.

Something to keep in mind with Brandenburg. If you let the starting heir become king. You gain a pu over 2 opms, and if that happens then you get some missions that include 25 permanent power projection as a reward

as brandonburg a couple games ago it took me 3 years to siege lubeck and that was only after i launched an assault that cost me some 10k men. i had to stack everything i had there and in those 3 years lubecks allies sieged down 70%ish of my country including 3 of my forts. i just quit and wiped my save files. i was furious
Curious what you 'over diplo relations' penalty was? That diplo point hit, with the culture promotion trick, it works, but its also counter productive isn't it? Couldn't you just focus diplo, but slowly, gradually, ALWAYS be expanding?
This tactic goes well with Adminstrative ideas, since you get -30% Promote culture cost and you need the extra CC-reduction and Government capacity anyway...

Just a reminder to ludi that you can form the Inca empire (tawantinsuyu) as Iquicha, the only Quechua (Inca) primary culture country in the game at the start date. It is a puppet of Bolivia and is a confederal autonomy, meaning it is a bunch of tribes of Quechua who all answer to a supreme chief. If you really want to lean into the Inca aesthetic, go monarchist, then form Inca!
I don't understand why you'd choose aristocratic and not quality as branderburg Sure it has some good bonuses like the dev cost and diplomat. But you're branderburg/prussia. shouldn't inf comb ability and discipline be more important? especially considering the first idea of aristo is cav comb ability? which you don't really use as Prussia? unless there's been a change in the meta for cav recently?

To be fair, I don't think that dismantling the HRE is optimal, even as Brandenburg. You would have eventually reformed the empire, getting the OP vassal swarm, not to mention the crazy overall development coming from a sh*t ton of tiny states. So, really, no reason to dismantle the HRE, apart from role-playing ofc.
I hate playing as a monarchy and try to switch to republic/theocracy ASAP (or just start as one). For me, keeping the HRE alive makes exactly 0 sense :D

Administrative ideas (specifically the 4th one) reduce the cost to promote by -30%, allowing you to reduce AE much cheaper
