Yes they can.
In the final semester there is a ball night where NDA cadets can bring their girlfriend(if they have) or they can ask for girls in pune to join them for the ball night.

How can girls of other states come and join the ball?
Girls gets invites from their male friends who are already in air force academy. Other than this without an invitation..... nobody is allowed to attend this Ball party.
