Doesn't matter where you go shopping, you have to ask for a plastic bag and pay a little amount extra for it else your not getting one. And every plastic bottle (not just water and not just on a stadium) has now the caps that are always connected to the bottle because of environment stuff.
Unfortunately I tried to buy the bag and they still said no and in the UK the bottle caps are attached to the lid but they still manage to remove them so I don't think it was an EU thing.
