I copied this from some other UE game, dno which of these will actually help but I just do it by default:
[/Script/Engine.InputSettings]
bEnableMouseSmoothing=False
bViewAccelerationEnabled=False
bDisableMouseAcceleration=True
bUseWindowsMouseInput=True
Though that last one should be the same as setting 'Hardware Cursor On' in the settings menu itself I guess..

Doing this turns camera view into complete stuttering mess, so I don't recommend it
