i think that the music in the PAL version was actually this slow for real, since PAL megadrive runs at at 50hz instead of the original 60hz
You are mistaking the television refresh rate for something else there, this was the actual speed of music in ALL regions, the game visually was slower only, nothing else was as sound is a wave form, and any alterations would result in a decreased quality, or, to put it in the direct terms, change the speed, change the pitch, which would've meant longer production times as it would've been built from the ground up, not have every single asset there, just a chip
