It's not taxes. That "carrier imposed charges" bit is really important, as frontier IS the carrier. This is their service fee and it includes basically everything they can think of in order to avoid needing to refund anything but the "flight cost" or to limit amount which vouchers may be used for. Spirit does exactly the same thing. Note that the voucher if your flight is excessively delayed (like this one was) is different than vouchers for voluntarily giving up your seat. The vouchers given when the flight is overbooked do cover the taxes and fees, and are the same as a gift card would behave for any other business.
Lol you need to switch to the legacy carriers. Delta never pulls that stuff. Neither does United. Have no experience with American though so I have no idea about them.
